Indicators of Legitimacy

What, then, are the measures of political and moral legitimacy in Latin America? What impact do these factors have on the five major actors in an uncomfortable war? General Galvin in chapter 1 identifies the three principals in an insurgency as the government, the guerrillas, and the people. To this we need to add two additional actors, the countries providing external support to each of the opposing combatants. The weight and impact given to specific indicators will vary from significant to meaningless depending on the objectives of the particular actor.

Taking into account the government, the people, and external support by the U.S. government, there are at least five conditional indicators of legitimacy that apply to the region: (1) Free and fair election; (2) political participation on the part of the populace; (3) the government's ability to extract and distribute resources; (4) active or tacit approval of the social institutions; (5) a fair and just judicial system. Although we discuss each indicator separately, in reality they are interwoven. To an acceptable degree, all of these indicators must be operative and positive for a government to win the legitimacy dimension of an uncomfortable war.
